What is this bill?

This bill would amend Subtitle S of the Comprehensive Policing and Justice Reform Amendment Act of 2022. This Subtitle places limits on DC police to only engage in car chases when the life of another is at immediate risk, it is unlikely bystanders will be harmed, and if all other options have been exhausted. The proposed amendments would repeal these limitations and place discretion to engage in a chase entirely with the involved officer. Guidance to grand juries tasked with deciding if an officer broke these limitations would be repealed. The use of boxing in, caravanning, deploying a roadblock, deploying a tire deflation device, and paralleling would no longer be considered serious uses of force. Ramming would no longer be considered a deadly use of force.

What makes this bill fascist?

Considering that the federal government has set the precedent of arbitrarily taking over the Metropolitan Police Department, the removal of guidelines designed to protect the public is massively suspect. It also doesn’t help that it’s been found that police chases result in a large amount of collateral damage. Very simply, this is a bill that restores an absolute freedom to an armed force to conduct dangerous activities at their leisure and by repealing instructions for grand juries to follow, it makes it all the harder to hold dangerous cops accountable.
